in my team's first climbing race with the full squad, we have achieved a first place using TT equipment. i don't know what the future holds, but i assure you, if my team keeps doping we shall keep winning.

Congrats!
I think that what last place is saying it that the % gain according to the stars on the wheel can't go above 100%. So a guy with 99 in TT might get enough % to seem like he's at 100. While a guy at 25 TT might have the % give his stat a boost to say 50. Which wouldn't be enough to beat a 99 TT guy with no wheels... My numbers are just examples.
25*1.04-25 = 100*1.01-100
It doesn't matter what their starting stat is the amount they gain is the same. All the matters is the profile of the race.
The % gain per star is on a regression curve. A rider with 25 CL gets like 4x the % gain of a rider with 95 CL. As a result TT stuff is only marginally effective for riders who have max TT, and for races liked 7-x-4--x-3-x-3-7 they'll get mileage out of the climbing gear.
if the user guide is written correctly it would be better to use TT wheels....each star is % so it would be best to improve the best skills, right?
That might be a real good idea. Maybe I'll buy some climbing wheels. Cool.
I'm now using my climbing wheels for mountain TTs. Because of the diminishing returns, my TTers benefit more by bolstering their crappiest skills.
